wmgeneral: Bump to 1998-09-11 version found in wmcpufreq and wmppp.app.
We update the dockapps with the older 1998-05-02 version (wmfsm, wmifs, and wmkeys), and also remove trailing whitespace from the wmcpufreq copy.
